Project No. C034
On 27 January, 2026, the Kurzeme Planning Region invited representatives of destination management organisations (DMOs) and business support organisations (BSOs) to take part in the international online seminar “Turning the Off-Season into New Opportunities”, dedicated to the development of off-season tourism in the northern Baltic Sea region.
The seminar explored how organisations working in destination development and business support can contribute to extending the tourism season, draw inspiration from international good practice examples, and strengthen cooperation with local tourism entrepreneurs in order to develop high-quality shoulder-season offers. The seminar was specifically aimed at organisational representatives, while a separate online seminar for tourism entrepreneurs will be held in February, focusing on practical aspects of sales and off-season product development.
The online seminar was organised by the Estonian Rural Tourism Organisation, and we invite you to watch the recording:

The Challenge Inventory survey is conducted in all participating countries: Finland, Sweden, Estonia, Latvia, and Lithuania. It is aimed at SME’s in the Northern Baltic Sea region and explores the interest of small and medium-sized businesses in expanding their operations beyond the traditional summer season as well as the challenges they face regarding seasonal variations in tourist flows.
