From May to August 2025, several activities of the SuRuMo project (“Sustainable Rural Mobility”) were implemented within the Kurzeme Planning Region in preparation for the launch of the pilot solution “On-demand transport” this autumn.
Development and adaptation of the “Freelway” application
During this period, the development and adaptation of the “Freelway” mobility application continued, ensuring that it can operate effectively within the project and meet the needs of the pilot areas.
Preparation of the procurement technical specification and procurement announcement
In July, the procurement technical specification for “On-demand transport” was prepared and submitted for public consultation.
In August, the procurement for the provision of this service was announced, and applications from service providers are currently awaited.
Development of communication materials
From May to July, informative and visual materials were developed to ensure clear, visually appealing, and accessible communication about the project’s pilot activities to the public.
Cooperation with partners and institutions
Several meetings with project partners were organized during the implementation process to discuss progress and next steps.
In May, a cross-border meeting was organized with all partner municipalities to present the project’s progress, introduce the pilot project ideas, facilitate mutual exchange between municipalities, and assess mobility challenges in each territory.
In July, a meeting was held with the Ministry of Transport and the Road Transport Administration, where the concept of the pilot solution “On-demand transport” was presented and the functionality and potential of the “Freelway” application were discussed.
Resident survey in Alsunga
From May to July, a survey was conducted among the residents of Alsunga regarding their travel habits on public transport routes between Alsunga, Kuldīga, and Rīga. The collected results are being used to adapt public transport services to the needs of local residents.
Preparation for the launch of the pilot project in October
Intensive work continues on preparing the “On-demand transport” pilot solution in four pilot areas – Alsunga, Vāne, Pļavas, and Ķūļciems. Before the launch of the pilot project, information events with residents are planned to provide detailed information about the implementation of the pilot, encourage participation, and introduce the planned solutions.

The project “SuRuMo” (Sustainable Rural Mobility) is implemented to conduct research in pilot areas, collect and analyse data, and develop a unified digital platform, thereby finding solutions to ensure sustainable mobility in rural areas.
The project activities are carried out with the support of the Central Baltic Programme 2021–2027.
